The game is not coded to allow flight in the world, or indeed diving in the sea.

What do you think about flight in eso? Me and my friends were talking about this. Flight in dragons, and do some battles on the sea.
What do you think ? Talos is dragonborn, right? So, are dragons in tamriel in ESO's age?

Dragons are still quite dead in ESO's timeline. They were killed in the war two Era's prior and Alduin won't return to resurrect them for another two Era's.
Sea battles are probably bordering on the impossible for this game. ESO focuses on very static environments. During the little ship to ship battle in the Dominion questline with the Maormer the two ships are stationary, then again those solo events are all on rails anyway.

What about Paarthurnax? Hes technically still present on the throat of the world I think. But you meant they are pretty much extinct. @ArchMikem
