I know everything scales with you, but will zones still have minimum levels or will they all be equal to whatever you are? Such as going to Bankorai or Reaper's March at level 9 for example, will the mobs there still be level 39-44 as their lowest or will they also be level 9 equal to you? If it is the latter, this will make shy shard farming so much easier for new alts.
It seems that it's a scaling up system, much like Orsinium.
So all mobs in all areas will be CP160, and you'll be scaled up to CP160, until you actually hit that cap.
Of course, this will change as the cap increases and this is just conjecture - they could make the scaling level different in each zone; though I don't see the point in doing so as the relative level would remain the same.
I would hope you get scaled down to the appropriate level. I'd love to go back to previous zones and do the delvs and grab quest I may have missed. Or maybe even repeat some older quest
Guild Wars 2 got this right: each zone has a level range and if you are lower level you die, same level nothing happens and if you are higher level you get scaled down.

I wouldn't like that as it would defeat the purpose of getting stronger remember the original Veteran Ranks, there was no significant improvement and people ended feeling burnt out without feeling like they progressed.
In One Tamerial I think they will just scale everything to 160 champion points... or level 50 instead.
