Finally it was working, maybe not as intended but atleast WORKING!
90% of my shield charge don't work Q_Q
P.s - still able to charge into a inner keeps ledge - or charge in to an outpost via the grid above main gate.................................! @ZOS_BrianWheeler

Not firing, getting stuck in the charge animation and when it works it's clunky as heck.
