I'm well aware that many like @mureel work none office hours. I also juggle playtime around domestic life too and have enough life experience to know that we don't all work, 9 til 5.
However, at the end of the (hard working) day, it's just a game, a pastime. I know it's annoying when you can't play when your time allows but life still goes on.

Noon - most people in EU will be at work or in school/college/etc.

It might be noon, but it is a low peak hour during the weekday compared to evening. That is why they do it at this time. Same for NA.

No. The reason they do it at this hour is because that is when they take the NA server down. And the hour has been chosen based on what suits the NA server best; so when there's least players online or trying to log in.
They should by all means seperate the two maintenances again so they are both done during the night (03:00-08.00 or somewhere around those lines) on both megaservers.
Sure it's better to take it down during noon than during the evening, but it is even better to take it down during the night. Currently it is being taken down in NA during the night and EU during the noon because they accomodate the NA player base and not the EU one.
Imagine if they took it down during EU night time, which would be NA prime time; that is basically what happens here; maintenance times only catered towards the NA community.
They used to seperate them, now they don't anymore.
It's a step in the wrong direction and will, as I mentioned earlier, polarize the player base, along with everything else they are doing at the moment that only caters to, and favorizes, the NA player base.
I am not expecting it to change it all because after all they are an American company and I expect nothing more from anything coming out of America, and with almost every other American MMO it's the same story, but it is still an issue, and not one you can just tell people to "live with" (not aimed at you specifically but everyone in this thread trying to justify it).
People who are frustrated with this has every right and reason to be, eventhough I personally don't think anything will change.
ZOS already made it VERY clear that they deem the NA players more important.

11am is when most people in the EU is either working or at school, your blowing this way out of proportion.
it's not a big deal that ZOS is catering for the MAJORITY of the EU population who are as i said working or at school at that time, not the MINORITY that choose to stay at home and play video games at that time.
