Wait. Does it mean you can explore everything like if you were lvl 50 but from the start, or does it mean that we are playing with other alliances too? Or both? I'm sorry, English is not my first language and I didn't understand it fully.
No level restrictions on content. Means once you leave the tutorial zone and get into Tamriel you can go anywhere you want that used to be blocked off till you reached a certain level. You're still in your faction's own instance.

I mean, since it is at E3 they probably didn't have complete control over when they could do it. Its not like they had a decision to do the stream whenever they want, they have other schedules to work around...

If they haven't announced more DLC by now, I'm skeptical there will be any Q3. That is a major fail. Emphasizes how sketchy subbing is as new content isn't even guaranteed. But there are still 4 months before Q3 ends.
I'll update my OP tomorrow (it's 4am here) with an up-to-date on all news regarding ESOIt doesn't seem like much was announced? One Tamriel is great, but nothing new as far as content (DLC was already known). Maybe at Quakecon

I don't remember seeing anything that suggested everything will be cross faction, but I could've missed it. Would make a lot of sense given the name "One Tamriel".
Now the real question becomes, is this where they've decided they're giving up on PVP and turning Cyrodiil into a strictly PVE zone?

Why do you think they just had a massive sale on the base game? I would wager that sometime next year the game goes free to play.
Subbing is worthwhile at this point, with all the DLC stuff and the crafting bag. I'll be honest... just the crafting bag is enough to make me sub. Hopefully they start making more and investing more back into the game.

Yes, they have delivered every quarter. But we also knew well in advance what was coming each quarter. Relax, we're not even out of Q2 yet. They have until the end of September, meaning it doesn't even have to hit PTS until August. Ever since they'd announced that they would release a new DLC every quarter, they've released a new DLC every quarter, there's really no reason to believe they aren't going to. They could probably wait until QuakeCon to announce it if they wanted to. In the past they've typically announced the next DLC about a month before its release, I wouldn't be surprised to see the same this time.
