[BUG] Rapid Maneuver *not* working when facing a NPC if you have "Don't attack innocent" enabled

If you have "Don't attack innocent" enabled, Rapid Maneuver does *not* work when facing an attackable NPC!
It will give you an error message:
"You cannot attack this target because of the prevent attacking innocents option"
It will give you an error message:
"You cannot attack this target because of the prevent attacking innocents option"

✭It happen with some skill, not only rapids. It's very annoying sometime, but I just can't let my hurricane go wildly in town, I don't want a huge bounty ><0 -
