Shield affinity passive is useless right?

It only speeds up getting up to level 50 on the one hand and shield skill line right? So once I've maxed one hand and shield I can't take the points out of there?
I know this is noob question but I want to make sure it doesn't buff actually experience.

✭✭✭Each race has a default passive for leveling one weapon or armor type. You can't take the point out because you never put one in.Main: Drio Azul ~ DC, Redguard, Healer/Magicka Templar ~ NA-PC
