Barber shop should just have one interface - the original character appearance edits, plus additional for-gold sliders.

No original character editor is terrible because players are viewed ingame from a top down view and creator a bottom up view making a large portion of the time a player made not looking the way you intended ingame also the creator lighting is terrible. It needs a slide up option on camera not jist a zoom in. Can't count the amount of time I made a hot sexy elf in creator then log in to a potato once in game with a huge chin or forhead and gappy eyes that all look different when viewed from a slightly different angle.

It's a great TES tradition though - start in a poorly lit area and get your character looking just right, then when you come out into the sunlight wonder what happened.
EDIT: I think the biggest character creation issue in ESO for me was that the first NPC I met was half-giant Lyris, leaving me thinking "oh no, I have inadvertently made my character really tiny, she only comes up to Lyris's elbow..."

Just wanted to add to this.. Recently made some new characters and encountered a similar problem. For example, Altmer are naturally very tall, on the contrary Bosmer are rather short. The thing is that you can't really see that in the character creation window, because you have nothing to compare your character to. So, I found myself blindly adjusting the height of my characters just based on what I knew about their race (and players new to this game wouldn't have that kind of an advantage, if you can call it that).
Lazy fix? Its not lazy.I take great care with my characters,and if once ingame,they look odd or I missed something,.I actually say,sorry,but I have to redo you.And when I type delete,I feel a bit sad.And if I didnt have to do that,Id be happier.Id just log to character choice,and hit the edit option there.I dont mind that there is a barber shop,for those who really reakky want to pay for it,but I would rather not.Also,thsi thread didnt advocate the creation of nytrhing new,like more beards,hair,etc.It simply stated a way to change things without hassle,and having to pay a high fee,which everyone seems to want to do.Every time changes are mentioned someone speaks up calling out for a massive price to change things.

You misunderstood, I am not saying you are lazy I am saying suggesting the barber shop should just be:
"go to char creation and change things (p.s. we didn't add anything new in 2 years so you're stuck with the same stuff you were @ launch)" <- that's the lazy fix
P.s. I have also done that too, there's nothing as heart breaking as spending 2 hours + on char creation ( a lot of it is doing minor tweaks to get everything JUST right ) and then when you start you never changed to the right alliance...

Make the game truly wonderful and players will be playing for years and years to come. Focus on making money and you just have to have a look at the other games out there that have come and gone before ESO to realise what a terminal long-term mistake that is.

So basically make the barbershop an ESO + perk? I'd be for that but many would object.
I think crown store is the best solution. Keep it available for everyone.

the reason I say hairstyle, color, skin markings, face markings, and adornment should be in game rather than crowns is because I think of these things being things characters would change about themselves semi frequently, without any magical assistance just a barber and a tattoo artist. If it costs crowns that's going to be prohibitive to people changing their hairstyle every few months or so like they should be able to. For a modest fee of in game gold? People will change their look up a bit every once in awhile just because they can and they feel like it.
Crowns could however be used to unlock new tattoos and hair styles and colors. GW2 has new colors and hairstyles and even faces that are gotten through makeover kits that are purchased with their version of crowns. It's pretty popular, they release new hairstyles or faces and makeover kits and hairstyle kits become top sellers instantly.
