Welcome back, I hope your vr14 isn't a sorcerer.
First thing you should know,. there are no more veteran ranks, all that matters now are CPs, if you have 160 CPs (and you probably should have them) you are the equivalent of a VR16. Probably time to update all your gear.
1. Where to go now? Well, if you like questing Orsinium has lots of quests. If you like to steal, sneak around and raid TG is likely your cup of tea, if you want to kill NPCs go have fun with Blade of Woe in DB. Imperial City is for PvPing mostly and the dungeon there.
2. You only add points to health now for tanking. DPS and healers will put as many attribute points in Stamina or Magicka. If you have enough CPs for resistances running PvE with ~17K health is alright (with food), if you don't have enough CPs for resistances I'd recommend a few points in health, just enough for you to survive with a healers help.
3. No longer true. Every class now has at least a few passive that benefit stamina builds and a few skills that will scale from stamina.
