In dark brotherhood, if something is veteran rank 4, would it be cp16?

On Xbox, if I buy the lich set at veteran level 4, once dark brotherhood comes out, will they be cp16??

    It will be CP40. Each Veteran Rank = 10 CP. So VR4 = CP40

    There's a pattern.
    Item is vet level 1--> CP10
    Item is vet level 2--> CP20
    Item is vet level 3--> CP30
    Item is vet level 4--> CP40
    Item is vet level 5--> CP50

    Item is vet level 16--> CP160
