I am totally new to TESO. So I may be wrong, but what in Oblivion is the reason for a 2.5 seconds long cloak skill?
Why, when and where should and can I ever use this? Serious. It's to short to run away, It's too short to sneak by guards. I don't get it. Please enlighten a newbie.

Does Dark Cloak still act as a purge and remove debuff/DOT effects on you? I've been away from the game for a bit. The tooltip now says it reduces damage by a small percentage (for me 8%) for seconds after the invisibility wears off. I assumed that meant it no longer acted as a purge.

I think, I am beginning to understand the real problem here. Is it possible, that the developers are trying to balance PvP and PvE?
Then I have a tip for them: Give it up. These are two complete different things, that needs two different rule sets! The skills have to change, if you use them for PvP or PvE. You are not able to make the same skill work properly in both worlds. One of the combat will suck in favor of the other. You will loose customers.
I am quite good in balancing. If I would be faced with this problem, I would make two different sets of the skills, One for skill attribute set for PvE and solo play, and one skill attribute set for PvP.
And after that, you only use the attribute set, depending in which kind of fight/enviroment you are. With that sollution, you were able to balance both kind of combats properly. This means too, the players has to be able to skills both kind of skill trees, PvE and PvP, seperatly.Bro... do you even PvP?

In PvE I've come to use Lotus Fan to engage, then pop Cloak, then Concealed Weapon to stun the enemy right in front of their face. So another use for it.

Truth be told you can use it as a defence mechanism against mobs in pve, I just find the skill as a whole more effective, I can use it to get a good 20m distance between me and (usually someone I've failed to gank) the enemy, line of sight them and go into crouch and move on.

I'm surprised that works. Lotus applies a snare which is a CC making them CC immune so your stun shouldn't work. Never works for me anyway.

Snare dont grant CC immunity. Same as bombard (root) or Stampede (snare). You can Stampede> Dizzying swing or bombard>bombard>bombard or bombard>DS or lotus fan>fear or any combination of roots, followed by a stun.
