The root and snare issues seem a lot more complicated than running speed. Server performance is extremely difficult. In general, most things misbehaving in Cyrodiil is likely complex and due to a combination of code, configuration, and hardware. Running speed seems like is should just be a constant somewhere in the code.

I'm still convinced they nerfed the movement speed on purpose and they are just waiting for us to get fed up and stop waiting for a fix for it.
