Is Guard skill (Alliance War) supposed to expire when you swap weapon?

This is happening to me, I wanted to know if this is intended. Currently I have to slot it in both bars to make it permanent when I swap weapon.

✭Yes it needs to be on both bars. Wich considering it allows stam regen now it's a decent compromise.2 -
