In order to replay Veteran Maelstrom Arena, you must travel to anywhere else but the arena and simply change your group difficulty from "Veteran" to "Normal". Wait a few seconds (5 to 10 seconds should suffice), and then proceed with changing the group difficulty back to "Veteran". Upon doing so, you should be able to travel back inside of the Maelstrom Arena, and be able to receive the quest again. I've done this method both pre-DB and post-DB, and never once had an issue with it working.
As a side note, you may also do this in order to repeat Maelstrom Arena on "Normal" difficulty. All that need be is swapping around "Normal" and "Veteran" difficulties as listed above, but in a way that you end-up with the content on "Normal" difficulty.
