I think that basically any crit you do, the 5 set bonus activates and reduces your targets resistance by [x] for 6 seconds.

Yes, if it's a physical attack and not a magical/poison attack, so.. uh, I don't really play a Nightblade or a bow user at the moment, so I don't know if Snipe/Focused Aim counts as a physical attack, but I think it does, so the damage on that should increase within those 6 secs on that target, if your 5 set bonus procs, of course. (Procs, as in, activates)

Just wanna make sure everyone understands. There will Not be a "more and more" effect. The debuff occurs and then is maintained, the debuff will Not stack, but only be refreshed.
If the set procs the effect immediately on the first attack, you will literally Not see any change in damage, the debuff is being applied and being used on the first attack and maintained through further attacks.
The only way to see the change in damage is to Not proc the effect on an attack, note the damage, And Then proc the effect and note the damage.
Also remember that this is on an enemy whom has armor resistance, as armor resistance fluctuates you'll see different damage numbers from one enemy to another different kind of enemy.
