Does Constitution HA passive work while blocking?

So, I was out trying my new tanking set-up with Bahraha's Curse to see if the 5-piece set would proc with Ritual of Retribution (turns out it does not, not sure if intended to or not) and found that while blocking I did not regain the 1.1k stamina every 4 seconds when hit. Is this supposed to happen?

From my testing using black rose pieces,

Constitution works with;

1. Blocked attacks
2. Attacks landing on shields
3. Full on attacks landing on yo face. Ie: not blocked or evaded/dodgerolled
4. Reflected attacks (ie Defensive posture/flappy wings~)

Does not work with;

1. dodged attacks (via dodge roll)
2. evaded attacks (via evasion)

As for baharas curse, I cannot comment as I have not tried it out.

But again, yes, constitution works for me all the time from blocked attacks. My build in fact revolves around keeping block up most of the time.

It proc when you being hit, so no difference if you got hit in block or during sprint.

It was working on Live when I tested it with my tank last week. If you're on PC make sure you are using an addon like CLS to show the stamina gain from Constitution.
