Getting bounty while not beeing seen

Ok guys,
just want to know your opinion if this is intended or not:
Im killing someone with the blde of woe, in a spot where no one sees me.
So far everything is ok, i get no Bounty.
Then from the same spot, i one shot another person with a bow snipe. Now i get bounty.
Why? Becase the person i sniped is seen by others while dying.
Is that intended or not.

    Did the NPC you sniped die or still alive on the first hit? The NPC you're attacking can still report you they survived the first attack, even if the second hit kills them the game already recorded the bounty. And yes there is a radius on reports, if another NPC is very close by or is looking in the direction of the NPC you killed, a bounty will incur.

    Correct.

    If another NPC sees the person you kill die, even if neither of them see you and you're 100 feet away you'll still get bounty.

    Which is kind of weird in my opinion. You should get bounty if you're seen killing the person, surely?

    Yes, you do, this is to make sure Tamriel will not day out on day one.

    And it will make a few of you think twice before trying to root out bipeds on Tamriel. XD

    Could be a glitch. Sometime I get a bounty where no one else is around to witness and sometime I don't. I don't go around hunting NPC, but when I get caught looting and a NPC attacks me, I just hold up my block and they practically killed themselves. At one locale, I kept getting caught breaking in those safe boxes, and I think it was the third NPC killed before I got any bounty. Whereas, on another instance, I received a bounty for getting caught lockpicking the safebox, then more bounty added for taking the loot, and finally the kill on sight bounty after that NPC attacked me and was killed.. all from one locate.. sheesh.. lol!

    I killed him in the first shot, at least once, and still got that bounty
