No, not really, I tend to run jewelry way below my level and don't go out of my way to find better ones. If I pick something up that's better then what I have, I'll swap them out. You level up so fast these days, the tiny bit they help out isn't worth the headache of finding them.
I don't really see it making a difference at all until your max level, that's when I will start to worry about jewelry.
