Tooltip spell damage versus character sheet spell damage?

Which is better and which should be the primary focus? Why are there two types of damages anyway? Why make things so complicate?

    Tooltip takes into account your max magicka and resources. The higher these are the larger the tooltip.

    Spell damage doesn't exist, far as I know. Tooltip damage is how much damage an ability deals, before factoring in the target's calculations.
    Spell Power is a stat that is factored into the equation.

    with atleast structured entropy you should be no less then 3100 dual wield bonus. max magic should be no less than 28K.

    spell dam gives X amount of extra tool tip damage.

    CP aswell adds tool tip damage.

    certain builds require different sets atm race matters.

    ((Spell Damage * 10.5)+Max Magic)*Champion Points*Skill's coefficient =~ tooltip damage

    You should focus on both. Set bonuses that increase spell damage or weapon damage increase tooltip values more than 
    those that provide max resource bonuses, so focus on spell damage through sets.

    There are a lot of passives that grant percentage increases to max magicka, however, so with regard to endgame builds, there are definitely times when max magicka set bonuses come close, and might be the better way to go.

    Example

    High elf 

    +10% racial passive
    +10% undaunted mettle
    +7% inner light slotted
    +2% meteror slotted
    +5% Bound Armor

    +34% Max Magicka

    1.34*968 magicka bonus=1292 

    Spell Damage bonuses are typically 129

    129*10.5 = 1356
