Meteor (for sorcs and probably templars too) and Batswarm aren't casting properly because the ult cost reduction passives from sorcs (Power stone: 15% ult cost reduc) and stage 4 vampirism (21% ult cost reduc) aren't properly reducing ultimates cost, the UI shows the reduced cost but those ultimates won't cast until you gain the proper amount of ult, wich is 200 ult for meteor and batswarm.
You can easily test this by trying to cast meteor or batswarm under 200 ult and you'll see that it won't cast them at all, this needs to be fixed asap.

Ofc this bug applies to any ult that have their cost reduced, it's not meteor or batswarm that are bugged, it's the way how ultimates cost reduction works that is bugged
