Well as the title states... should I make the switch? Also can i transfer my characters from xbox to PC or do i need to start al over again?

Don't start over, it's definitely not worth it. I have ESO on both PC/Xbox and I prefer Xbox where I can avoid all the drama that only PC can bring.
I will say when it comes to the better looking game with more information PC is the best choice but for a all purpose well rounded game I'd stick with Xbox.

i switched from ps4 to pc and i maxed out on CP after 4 months. was well worth it

Do you REALLY want to start from scratch? They wont carry anything over for you, not to mention the PC specific bugs and crashes ect. I do kind of wish i bought ESO for PC to begin with, but now i wouldnt change cause ive invested too much.
