Why is there Armor Damage Mitigation Cap but no Armor Penetration Cap?

I don't think ZOS have ever answered this?
This applies to both the Armor 33k cap and the 50% damage reduction when you are at armor cap. The thing is you can't counter or offset Armor Penetration.

Example:

Mayor Breach and Fracture + Minor Breach and Fracture + CP(25% Armor Penetration) + Armor Fracture Weapon Enchantment + Gear Set(Like Night mothers Gaze)= 0 effective armor.

    This is a armor penetration cap, it is your max armor. Your total armor can't fall below zero.

    You are right, Armor can't fall below 0 armor. There is no Armor Penetration cap if you can effectively remove the full 33k armor.

    Also, lets say if there wasn't an armor cap and you could stack as much armor as possible:

    -Mayor Armor Buff counters the Mayor Armor Debuff
    -Minor Armor Buff counters the Minor Armor Debuff
    -???? Enchantment counters the Fracture Weapon Enchant
    -???? Counters the Two-handed and Duel Wield passives that bypass 20% Armor Penetration or the Light Armor Passive that gives Spell Penetration or the Destro Staff Passive that also gives 10% Spell Penetration
    -Minor Protection Buff Counters Nightmothers or similar armor reducing sets
    -Also as the CP tree in order to counter both Armor and Spell Penetration you need to put points into Both Spell Shield and Heavy Armor Focus Star.

    I understand the changes that they've made to Blocking and resource management in Heavy Armor, I'm happy with those changes, but that was only a small portion with a greater underlying problem with how Armor works in ESO.

    Pls show me how to penetrate 33k armour. From a quick calculation even 2 sharpened maces + major / minor fracture + nightmother + alkosh + 100 cp in penetration is not enough to do but will make your character very weak against anyone who uses a different method to mitigate damage.

    It's not just about numbers, for example:

    1. 20% Armor Penetration = Ignoring 20% of my armor, not a set amount.
    2. Mayor Fracture= 5k-ish raw armor reduction
    3. 25% Armor Penetration from CP

    Note: Armor Penetration is Additive, Armor Reduction is also additive, Armor Penetration happens before Armor Reduction.

    I wont do all the calculations here.
    If you take everything into account you can effectively and I'll rephrase this; Ignore and/or reduce Armor so that it "effectively" means that the player or enemy has 0 armor(Effective).
