Just because ZoS doesn't post a thread in here, doesn't mean they aren't doing anything.
The team that "manages the community" (not a real task, if you ask me) is not necessarily the same team that actually works in the game
The fact that there will always be cheats is less to do with ZOS and more to do with the nature of competitive gameplay. Every game with competitive gameplay suffers from exploits, some are better at dealing with it while others are better at sweeping it under the carpet. Most make a serious attempt to deal with it but as soon as one exploit is closed another one is found by those determined to cheat their way through the game. It's why a lot of people play on the test server, so they can find the best way of exploiting early once it goes live and they can get ahead before the exploit is closed. This isn't to do with ESO or ZOS, it's common to the whole online gaming community and the primary blame falls on those players concerned, not the developers.

If I helped create a game, a massive AAA title, there is no way in he77 I'd let the people who abuse it, keep playing.

Having a team actually around to work on and enforce their ToS would be a good start.
