I had a similar problem recently, so maybe this will help you.
If your internet is fine, then maybe it's a RAM problem. Don't get me wrong, 16 gigs of RAM is more than enough. The thing is that the standard ESO client is 32-bit. And a 32-bit client can use only 4gb of your RAM, the other 12 gigs are just collecting dust (it's assuming that you run a 64-bit OS. People, please don't run 32-bit OS if you have more than 4gb of RAM ).

ZOS recently made a 64-bit client for ESO, which should get rid of this problem and improve performance, but it is kinda buggy at the moment, so I still use the 32-bit client. We just have to wait for ZOS to tweak it.

The thing that actually was causing my RAM to peak so much was addons. I have a ton of addons and I increased my LUA memory limit several times, when I had UI error popping up in game every step of the way. This probably caused the game to use even more RAM, which consequently caused the FPS drops. And people die from FPS drops (in game that is - when I can't react in time to heal them ). So I turned off some addons (disabling FTC flying combat text especially helped, probably because it's so much info flying around the screen, taking up resources) - it helped. At least for now, while we wait for 64-bit client fixes.

As for PvP, it always lags due to server latency when there are a pile of people all firing their AOE, unltimates and teabagging each other n' stuff. So that has nothing to do with your PC. So, if people just stop teabagging each other in PvP, the server performance will skyrocket.

What drivers are you using for the 970? I know there has been performance issues with one of the latest drivers for 970. Try update them anyway.

Do you use multi monitors? I had a weird problem with win10 and different refresh rate on both monitors.

Can also be recomended to uninstall Nforce experience.

How is performance in other games?

Last but not least: ESO have terrible performance in both PvP and PvE. I got a high end system with a 980 TI and my fps drops to under 20 a lot.

Using ESO 64bit client?

Try to use 64 client but it crash randomly sometimes

like i said this is a conflict so if the driver fix does not work uninstall all nvidia drivers and download them manualy and turn of auto updates in windows 10

This is worth looking into. I also had a heap of problems with win10 and nvidia (last october) and went back to win7.
