same answer... it's not one individual fix, but lots of smaller ones. They have been gradually introducing changes over the past 6 months or so which have been making small incremental improvements, and will continue to do so.
For what its worth... I've noticed some improvement... but at its worse the lag can still be totally unplayable.

Like every other MMORPG the lag will calm down as the population goes down, remember WOW cities back in the day? Lag was a gentle way of putting it.
