Once you get adjusted to the run speed it's not so bad, I find it to make the combat more interesting to be honest, I feel like I'm Neo in the Matrix *leans backwards to dodge all your attacks*

Even my vampire magicka nightblade with cloak and concealed weapon feels like I'm running around with glue on my feet.

You need to run around Cyrodiil for a bit, get your old legs back until you eventually get up to speed, like driving a car.

It has been on the more complex side, and a tricky one to track down the cause of in order to fix, yes.
