Hello everyone.
I'm currently running a 7-8 year old setup and had a few new upgrades this year any how this is what I'm running.
Cpu: Intel Core2 Quad Q9550 2.83Ghz 12mb cache 1333Mhz fsb and OC 3.4Ghz at 1600Mhz Fsb.
Mobo: Evga 790i Ultra Sli
Video: Evga Geforce 730 2gb ddr5 5ghz
Ram: 16Gb 4x4Gb 1600 Kingston Hyperx Fury
HHD: SSD Kingston HyperX Fury 240Gb 550 R/W.
PSU: Corsair HX650 Professional.

So should I upgrade this old build? Because I'm currently running all Medium settings at 45fps so let me know what you think thanks.

Not sure if it will work on your mobo, but get a quad core.and that gpu isn't for gaming.if it ends in 30 it's gonna be dirty.

Well the game works fine with the 730 getting 45fps on medium which is pretty good but looking to upgrade it soon and the processor is a Quad Core.

i usually get around 50+ fps on ultra/high settings ... occasionally the fps will dip down to 30's 40's ( mainly in cyrodiil... during a heavy battle )

Personally I'd hold on to it for a few more months till the next gen comes out, see what amd has, see what intel has. Nvdia link and AMDs version are both coming out soon and are going to have specific motherboard modifications on them to more quickly communicate with the video card. Your getting playable frames right now, so roll with it.

There are just to many MASSIVE leaps coming... that jumping the gun now might be a bit-premature.

You also have HDR-monitors coming out this year. Amd's free sync versions are supposed to be the cheapest and best oddly enough.
IF anything I'd be buying it incrementally. IE Case, Power supply, flashy ddr4 ram, swiftech coolers, silient fans, some lights, SSD's, and When the stuff is released... THEN decide what motherboard/cpu/graphics card ur going to run. and then treat yourself to a gsync or freesync monitor that is HDR. Then theirs your computer chair, desk, headset, mouse keyboard, speakers, router, your cat-x cords, etc. if your going to do it. you may as well do it properly.

    This.

I often get tempted to upgrade even though I can run it on PC just fine. The happiness that you get from upgrading is totally worth the cost.

Everyone has given a lot of advice on your GPU, MoBo & CPU specs - the only thing that I'd add is that your RAM - even though it's not DDR4 - will be fine. I had a RAM chip conflict before PTS dropped, so I slapped in 8 gigs of DDR3 paired chips and it worked fine on high - when you hit about 8 gigs it seems that RAM will no longer be a bottleneck.

Alas, I remain a console scrub who is now completely unable to play mouse/keyboard and I feel so inferior.

It's just strange that the Mobo & Cpu manufacturer said maximum gigs of ram for this hardware is 8gb.. but I'm running 16gb lol I upgraded the ram last year and still don't get it.

Are you using 2x8gb chips or 4x4gb?

Just seen 4/4 slots used. Hmph, not sure - have you tried running as many things as you can to see if you can get >8gb committed?

Try waiting till winter if you want to upgrade, AMD is releasing their Zen CPUs and they are going to be competitive in performance and price with intel's offerings. Also wait for amd's polaris to come out and nvidia's gtx 1060. Both will offer performance above a gtx 970 and a much lower price. You don't need a gtx 1070 or gtx 1080 if you are only going to play on 1080p, both of them are overkill for 1080p and eso.

If you need to buy something now (I highly reccomend you wait), get an i5 6400/6500/4460/4590 (basically any good i5 as a quad core is a must and AMD's current offerings are rubbish) and an r9 380 4gb gpu.

Then I doubt very much that RAM would act as a bottleneck and I see no reason why it would be for a while. But your rig's power isn't equal to the sum of its parts - one slow component will slow everything down. Really the main upgrades that will give you a boost from your current set-up - as I'm sure you know - are your MoBo, CPU and GPU... which are of course the expensive bits! As someone said, I'd hold out for a little while for the upcoming next gen, then assess your situation and decide where to dump your cash.

When you do decide to upgrade, use PcPartPicker.com
It's a very helpful website for comparisons of computer parts and cheapest vendor prices. Pretty much everything is listed on there. It's also very reliable for making sure everything is compatible.

*Edit* it also lets you share a link to your build(s) so others can comment on it. And make their own full build counter suggestions if they want, of course. Here's an example (just a quickie, not a serious build suggestion) --> pcpartpicker.com/p/x4f3cf
