What shoulder style is this?

It's a medium armor VR 2 named winter-something that I looted somewhere in Wrothgar.
I took of his chest armor so you can see it better, hopefully this helps as I'd really like to learn this style if possible.

Damn I suspected as much but I was being hopeful that I can craft this as I doubt that RNG will be kind enough to give me a top tier version of this shoulder or even any level again.0 -
