I think the only other things besides Vivec would be the dwemer ruins, some imperial forts, and ghost gate/fence.

I think that's a misnomer. The referenced collapse occurred in 1E 668, and Imperials never understand the Tribunal, despite them having been in existence since 1E 700. Clivia Tharn would also never be called the "Empress"; Imperials are way too formal for that - her title is "Empress Regent", and everyone refers to her as such. What's more, this book was originally written for Morrowind, way before Clivia Tharn was even conceptualised. Ghostfence in 300 years sure, but what about the seasonal campaigns that lead to the creation of the Ghostfence? Do you have dates for those? It doesn't say for how long these seasonal campaigns lasted. I could see immortal (or at least unaging) gods trying to do something for 300 years prior to changing plans.

Morrowind needs to come back. Complete with cliff racers, silt striders, Ordinators, Fargoth and The Wolverine Hall. On a second thought, do not bring The Wolverine Hall back. Once you get lost there, there is no escape. None.
