They said they werent going to add Vvardenfell,to my great chagrin.Its the one thing I am dying to get in the game.
No Vvardenfell DLCs,nothing,sadly.

Which is why I said that about making it to where Shalidor sends the player on a questline through a time portal.To the era of Morrowind. This would work fine.

I think using Vvardenfell in ESO time would be fine. The storyline could be something about trying to find out what happened to the dwemer. Searching for some powerful dwemer artifact. They could make quests similar to the Glenumbra Moors where you go back in time and explore the past. We could explore battlefields during the dunmer ancestors' war with the dwemer.
If red mountain is there we could explore for kagernac's tools, or that giant centurion
