Harness Magicka Counter...

So I've been doing a lot of VMSA, and noticed a lot (the majority) of the snares applied to me come from this. What exactly is this move? Both mobs and bosses tend to apply it either when they appear to hit you or spit on you, and then you then are snared heavily. Someone wanna explain?

    PvE enemies have snares attached to their basic attacks by default, but that has nothing to do with harness magicka at all...

    That's the name of the snare when I look at my character sheet. Lol. It reads: "Harness Magicka Counter" with a skull and turquoise-like background.

    They should give us Harness Magicka counter to our basic attacks to fight shield stackers.
