IIRC, revisiting and making old zones scale to player level is one of ZOS’ future plans. If that is the case, I really hope they can figure out some ways to let us go through those favored quests again, no matter by creating an alternative instance or simply making quests repeatable like those in The Secret World.

I just wish there was a way to 'reset' a quest once it's complete. There are two quests on my main that I wish I had done something differently and would have preferred a different outcome.
I would agree with this. But they would need to disable any XP gains for repeat playthroughs of a single quest.

Resetting individual quests would drive people to find the shortest quest with a good XP or item/gold reward and do that one over and over again
