Few NPC remarks:

1) Some NPC's, during attack, suddenly stop, move back a bit, and fully regen.
Now, with normal NPC's, this is... meh...
But when say a world boss does this, when near dead, it becomes truly annoying.
I just solo'ed Bittergreen, took me a wee, and he was like 2% from dead, when, indeed, he turned around, went five steps back, and fully regened, only to engage me again.
Please check into this.

On another note: 1-hit killing NPC's.
I am a full Vampire Summoner, my life bar is 10K.
Then, out of nothing, pop... dead.
Damage window tells me: Archer hit you with volley for 18K damage.
DAFU??????
Is that your idea of FUN, ZOS?
Is that what you THINK we see as FUN?
It's MORONIC.
It's hateful, not having the ability to have a fairly decent fight.
It's even MORE hateful when 3 in a row fudge you up like that.
Sure, bad luck, indeed, but how FUDGING frustrating that is???
Who was the brainiac who thought this was a good joke?
Do me a favvy, hit him in the back of his head for me.
With a stick.
A BIG stick.

See, we players are unable (being NORMAL players, as in, no CP, no Nuke Mage with uber stats/gear, just simple, casual players) to do one hits.
Now, I do not ask for that, that would be equally, if not MORE, moronic, but for fudges sake, remove the NPC One Hit Kill moves.
Tune them down to normal levels.
If I am up against 5 NPC, one one NPC *** figures to screw with me...

Yesterday: I was fighting of 4 NPC, dodging left and right, and I managed to aggravate a second group of enemy.
I finally, with insane maneuvering, to tak 5 out.
Somehow, a third, single archer, got aggravated (I play ALWAYS in Sinle Person View, for immersion), and he one-shots me.
Didb I just fight off 7 enemies, on the brink of making it... to be one shotted for 12.5K????
SERIOUSLY?
You folks REALLY need to overthink a few things, people at ZoS.
For this, this is simply enormously frustrating.

This is normal, NPC's/World Bosses etc will return to there spawn area if they venture too far away. It's the reason that if you run away far enough from a guards' spawn/patrol area, they will stop chasing you and return to it. They can only follow you so far. They regen as if nothing happened, but if they spot you again, they will engage in a new fight. Hope this makes sense.

If you only have 10k health yes, you will be one-shot.

Archers do have some very strong attacks. If you are playing in first person, you need to listen for the audio cues. In Craglorn, for example, if you hear "Taking Aim", for example, look around for the archer with the glowing orange arms. If you don't interrupt him before he shoots, you are dead. But you have plenty of time to interrupt them.

It takes practice. Playing in first person will make the whole process harder. I switched to third person when I hit Vet 2 and I never went back. Much easier to not stand in stupid.

Huh, didn't know there were audio cues. Is this only in first person? Good to know!

When you are in full combat, you do not always hear everything.
And I used archers as example, I had the same with Flame Spellcasters.
    Point is, this is idiotic.

A World Boss, I can understand, I even applaud that, but a common NPC?

Volley and fire circles from mages are DoTs (damage over time effects). Your death recap shows 18k, but in reality it was 1,8k, 1,8k, 1,8k... 10 times.
You just need to avoid red circles on the ground.

No, you get them in Third Person too. Lots of mobs will tell you what they are going to do if you pay attention. :-)

I have this addon showing my life bar, mag bar and stam bar.
My health bar was full on several occasions, insta-kill.
As for red circles on the ground, if you fight in 1st person view, you don't always, read, not often, see red whatevers on the ground.
Point still stands: 1 hit kills from common NPC's.

Considering I run vet dungeons with 16k health, and am able to pull of flawless runs on them...it sounds as if it really is a L2P issue.

As previously said, play in 3rd person for better situational awareness (3rd person in ESO is much better than other ES titles).

And trust me, I have solo'd each vanilla world boss with several different characters, run countless dungeons, all of which are harder than trash overworld mobs.

They'll sometimes do this if you're standing on a rock or something and the AI doesn't think it can maneuver into position to engage you. It can be annoying, especially if you don't appear to be out of reach or anything (like standing behind a small stone).

What's your ping in game? Cause there's only 2 places where volley kills super fast: vWGT and vMA.
    Looks like serious latency issues.
The only archer oneshot has a very long telegraph: red glow on you and the archer, and he/she screams: "taking aim!", so you can bash them.

As much as I try to not diminish any NPC issue, this is, after all my considerations...
    a L2P issue.

Learn to identify attacks. Be it on first or third person view, you will ALWAYS see the blinking sparks when someone is charging something, you also always hear their calls to special attacks or healz, and you MUST at all times be aware of their pull areas.

    #Edit.
Also, Volley is a DoT, do not stand in red.
