So now that @ZOS has successfully grown the game ranks of players, and even before, but to me,
perhaps much more problematic now, is that places are gutted by the time you finish a quest or
whatever. You can seemingly regen creatures, etc. virtually instantly, yet you can't do a refresh
on a site/quest zone so that all players have an equal chance to garner loot there?
You're talking about chests or thieves' caches? Yeah, those don't actually respawn at the same locations. Well, not exactly, anyway. There is a fixed number of spawn locations but only a set number of them will be active at any given time. The actual respawn speed on treasure chests is around 3 or 4 minutes, but when they respawn it will probably be somewhere else in the zone or delve.
Don't wait on chests to respawn, just keep adventuring and keep your eyes open looking for more.
OP: There are tons of loot posts, but ZOS does not change their view on the matter.
Think of the dungeon drops for one?

There are two kinds of loot, Instanced and Non Instanced. Instanced Loot from Mobs and Containers is there no matter how many other players are around or are looting. There is no loot stealing in that regard.
Instanced Loot like treasure chests, thieves troves and Heavy Sacks all have multiple spawn locations. TCs and HS's typically have 4 to 12 spawn locations per delve or mob area but not all come up at once. Although, it is not uncommon to come across a dozen or more in places like where the Lost Fleet is or near Firebrand Keep. But in the first two or three leveling zones, there are enough players around that your usually only going to find a few in each overland or delve location.
Find a delve, even a smaller one and make a few laps in the place killing mobs, you will start to find lots of chests as you go around.
Thieves Troves, they are everywhere but only spawn a few at a time in each zone.
In Group Dungeons, HSs and TC's are group instanced so everyone can get some stuff.
Enjoy the game, life is what you really want to be worried about.
