On Eso live, Zos stated they will not sell the helmet in the pvp vendor. This is because you need the dlc to get the helmet. This is so people buy the dlc and Zos makes money. Its very easy to understand why.
You can still get the shoulders because they are still available from undaunted chests which can be completed without the dlc.

Jan 5th on this acc yes but ive watched every eso live and havent seen it mentioned.

Also, Molag Kena helm will never spawn. It's been confirmed by Zos that DLC monster sets "Helm's" will never be in the pvp vendor. Molag Kena and Lord Warden is currently the only DLC based monster set helmets. Every other helmet is included in the base game and has a chance to come to the vendor.

✭✭I'm sorry guy's i can't find it after 1 hour of searching through @ZOS_BrianWheeler comments and Eso live's. It was very quick and i don't feel like sifting though any more Eso live's or comments just to prove what i have said is true. If you don't want to believe me sure but i'm not going to spend another hour trying to find that brief moment in Eso live where it is mentioned. I'm not even sure what Eso live it was mentioned in. It's some time before Thieves Guild release to when it was released. Which is about 5-6 hours worth of Eso live's. It may have even been mentioned in Twitch chat by a moderator while Eso Live was being discussed also.
Hopefully i'm wrong. I'd love to get my hand's on the helmet but my gut tells me i've heard ZOS say otherwise.
