- PROBLEM -
Cyrodiil has lost its once oh-so-great charm. Why? Cause of a skooma problem, and what I actually mean is how "Alliance Points" are the driver behind all things good and evil in PvP. They can buy you Monster Sets, Motifs that can be resold, and grant you a cosmetic status to flaunt while wandering Tamriel, among other things. Like, if farmed enough AP, you can earn gold rewards like jewelry and weapons at the end of a campaign, win or lose. Players will do whatever it takes to hustle as much AP as possible, and rightfully so. Unfortunately, the way AP is divvied out per the current system has no direct result to how a campaign is won or lost.
Getting gate-camped can net more AP than capturing 4+ keeps back to back. This is an example of the problem.

These won't completely change the game, but hopefully would give incentive to play the map, and even the game out.
Re-do Home Keep Bonuses
Do away with "Blessing of War" and make Home Keep Bonuses give this buff. If farmers want their AP buffs they'll, perhaps, have to contribute to the map by owning the home keeps.
Each Campaign should have Incremental Population Caps
If there are 100 Blues in Azura, the next Blue trying to log in should be stuck in queue until at least 75 Yellows or Reds are in Azuras. Said Blue can go into another "even" campaign until Azura's evens out.
