Meh. I would like to see this. But at the same time I've seen this type of thing in another MMO, and it was horrible. If anyone has play Archeage, they have Naval Combat, and Pirates, all that stuff. It was fun for like one month. Then it just turned into constant Pirate raids because no one wanted to be a pirate, because the penalties were too great for being a pirate. So you were just hunted down everyday.
The Naval combat was pretty interesting though, they had different types of ships. Like merchant ships for trading, Harpoon ships for....well, harpooning and boarding enemy ships. Cannon ships for the pure damage. It was pretty cool.
And every zone Lv30+ was open PvP, that included open water. So you either were in a huge guild to protect you, or you got hunted in open water, killed and your goods were stolen.
Please. High Seas was a great expansion for Ultima Online and would love player owned boats for ESO.
I don't even care if we can't sail the seas ourselves. Just give us an endgame system built on voyaging out with a party and exploring islands, or set up trade routes for crafters to get some mats. Can add to the fishing system too. Lots of potential.
I think a "Sea DLC" would be a very good addition to the game.
They've already opened it up for the possibility within the base Alliance Quest lines.
- In the Dominion, they have to worry about and fend off the Maormer, plus some Pact-related coastal issues.
- In the Pact, Covenant forces keep trying to take/loot locations in Skyrim and Morrowind, plus Dominion privateers in the southern parts of Black Marsh.
- The Covenant... well, no one really cares about them and their Emo-King anyway. So, back to the Pact and the Dominion!
But Zeni has already laid the groundwork for some deep Sea-based Questing and other PvE content. I'd really be interested if they decided to explore this further.

I wouldn't mind a storyline and dlc where we invade maomer territory to stop them from invading our lands. Playable race, sea battes, ships etc, no.
This. Some new territory(ies)/harbors would be nice *cough* anvil *cough* and I'd even be all for a fight with a monster while you're on a ship (I think one of the quests already does this in the game) But the rest of what was listed I couldn't get behind.
There's too many variables... Who sails the ship? Cuz that's a lot of trust to put into a single person, and as we see with siege equipment there will always be trolls who ruin the experience. (ex: someone just taking control of the ship and either sailing away from port preventing people from boarding or taking the ship somewhere completely different from where you need to be) I'd also be personally against playable Maormer because "lore". They're supposed to be mysterious and have their own agenda, it'd be weird to see SO MANY on main land tamriel fighting for one faction or another. Underwater exploration would be nice but a lot of problems occur when you allow players to move freely within the z axis. It'd also be a bit weird how you can explore the waters of certain areas but everywhere else you get killed by slaughterfish. On that note too, the exploration would be boring, because that's all it'd probably do... JUST explore, a whole map with no enemies, or enemies you couldn't attack. Because again, if you could attack, why can't you attack slaughterfish, and furthermore as of Skyrim, they've completely removed any sort of underwater combat. (At least oblivion let me swing a sword).
The Whole process just sounds too complicated to pull off in any sort of satisfactory way... This would eb asking for huge overhauls and NEW code to enter the game. Which, meaning no offense to ZOS, they routinely break the code when attempting to fix it, adding completely new code and mechanics and such would be a nightmare. And for what? some gimmicky DLC?

I want to build my own ship and go out onto the open sea to fish awesome trophies that i can display in my castle, then i want to build a war ship that looks sick and go kill some world boss on the sea with my guild and lastly i would build a trading sea empire to dominate the trade routes of the seas of southern tamriel.
Either do it well, or don't do it all. And I don't think they are capable of doing it well.
Also i'm a bit on the wayward side when suggesting anything related to maomer or maomer lands--things that, imo, should be reserved for future games where the setting allows their appearance to make sense, instead of being haphazardly being thrown into ESO for a thrill-shock factor. This includes letting the maomer be playable.
Plus I often find underwater content to be little more than a scenic "make sure you have enough breath" detour. It's often degraded into a treasure hunt minigame while you avoid sharks or something. Not exactly what I would call quality content.
But I do like the ship idea and the concept of on-sea content. But as I said earlier, I don't think they can make it well. The ships and scenes on them that we have now are mediocre (the "sea-sepent" I fought was just a floating giant snake) and the boats in game are merely teleporting boat-shaped houses. And now you want to add water and water-based physics?
I would rather have a guild base of some sort than a guild ship. And have a ship of my own.
And I don't really want a new race since we already have the main playable races. But I wouldn't mind a sea DLC even if I am khajiit, not all of us hate water, just look at Jamilia.
