need some tech savy help

this is what I got
intel core i5 6600k cpu @3.50ghz
16g ram
64bit os win 10
GeForce gtx 960

I have to run the game on the lowest settings and I get roughly 15-25fps, why is this? shouldn't I be able to run at least high settings? the game suggest high setting.

also I turn off as much as I can then run razer cortex, then I start the game.
any advice or tips?

also this is a brand new pc.

I don't do anything bad on this pc that's what my tablet is for

Maybe it's windows 10, I've heard some people encountering problems with it on this game that's why I haven't upgraded to it myself.

Where exactly are you and what are you doing when getting 15-25fps ?

Are you sure you're using the 960? If your motherboard is recent, it might have an onboard GPU and for some reason it might be taking over the discrete GPU.

Do you have a lot of software running in the background? The type that starts with windows and stays on the system tray?

Other than that, idk. Your setup should run the game smoothly, although maybe not at max settings.

Probably what @daemonios said. This has happened to me several times after reinstalling Windows as it uses the Intel graphics instead of the dedicated GPU, until a valid nVidia driver is installed. (And yeah, it can switch between them even if you have your monitor plugged directly in the GPU)
Make sure (in device manager) that your nVidia Card is working properly, has the drivers, you can even disable the Intel GPU to prevent it from using it so windows always uses the nVidia card at all times. However this doesn't happen under normal circumstances and the dedicated GPU is almost always used as default, but it can happen.

ALSO... Make sure you are not running your PC in power saver mode - even on a i7 and GTX 980 it is impossible to play with this power setting. Double check that the power plan is set to high performance and then try again.

as I said before I turn off as much as I can through the system try and razer cortex does the rest, I have noticed a big increase in preformce using the razer cortex as far as making sure my pc uses the 960 over the intel I don't know how to do that.

I don't really think a 960 is gonna handle ESO on high settings very good with many people around.

What resolution are you gaming at?

I have a EVGA GTX 960 OC and I run the game on high settings, this game barely uses any GPU at full potential.

OP's issue is a bottleneck on the CPU, if OP is in crowded areas the FPS will go to ***. Your CPU its just not good enough for what you want to do.

OP please reduce your distance view, disable shadows, amount of particles at the lowest amount, you can also disable anti aliasing if it helps your FPS struggle. All of those are some of the options, I'm sure you can play around with the other settings by enabling and disabling other things to check out how it goes for you.

Sounds to me implausible. If it took over, he would have no image on discrete GPU's outputs. Assuming he has a cable plugged in there.
