Skill/Passive details and Game mechanics

Ok I've hit Vet 1 and I'm like 40% sure that I'm doing a pretty good job on my build but I want to know more on what exactly what I'm doing and to see if there's a better way to do it.

Is there a good website to see EVERY skill and its exact base damage and passive?
Is there a website explaining how skill passives sync with each other / Website that shows skill passives?
There a website where I can make a theoretical build?
Can someone possibly teach me because I figure now is a good time to ACTUALLY learn what the heck I'm doing.

1. Base damage(y-intercept) of abilities is usually at or about 1-10. Yes, I do mean 1-10 as "it'll take some hundred hits to kill a level 4 skeleton on bleakrock".
2. I have absolutely no idea what you mean by "passives sync" or "skill passives". I could probably answer some questions about specific passives and their effects though.
3. Google "eso skill calculator". I personally use ESOhead.
4. Be more specific, if you may. If you don't understand something, ask away either on here or in some guild chat. I would also suggest you use the above link to show your bar setups if you are having any issues with combat.

not for sure if I'm using the correct terms, bare with me.
Skill passives - The short term passive you get when you do an ability for example the skill crippling grasp gives major expedition. Can I stack major expedition? What can and can't I do with that for example.
Is there a list of those "Passives" I could find?

will eso skill calculator give me the base damages? and correct info on skills? because I know for sure It gives the original info for the skills but what about for the latest patch? For example in fir version of game shadow cloak used to cleanse, now it does not. would esohead give the latest info?

1. No, you can't stack major expedition, or anything starting with "Minor" or "Major". The ones you should keep in mind are Sorcery, Brutality, Savagery, Expedition and Prophecy.
2. It isn't up to date, but it's good enough to showcase a bar setup. And no, it won't give you the base damages. Read point 1 on my last post again: Base damages are close to nothing. If you want to calculate damage I suggest you find a spreadsheet with the Magicka, Stamina, Weapon Power and Spell Power coefficient values of each ability

I believe what you (OP) are referring to are known as "buffs" and "debuffs"

A "buff" is something (such as Major Mending - increases ally and or self healing) that increases something for yourself and/or allies. A "debuff" is something (Such as Major Breach - decreases enemy resist) that decreases an enemy stat.

Major and Minors can be used together. If one major or minor is active, if you cast another of the same type, it will replace the old buff.

Google eso buffs and you'll find a list. Breach, Mending, Defile, etc...

You can use our Skills Browser to take a look at all skills and see how they change with level/stats. However, it doesn't include damage bonuses from passives or buffs at the moment.

Ok the Buffs and Debuffs website REALLY helped ALOT!

Now I looked on ESO head and a couple other websites for current skill descriptions, couldn't find anything up to date with the latest patch? Any help there or am I just gonna have to look those up in game?
