VR2 gear vs VR3 gear drop in stats??

I was looking at the differences in low-level Vet gear (I'm VR2 with Blacksmithing) and The gear at VR 2 was listed with better stats (like Armor rating) then gear at VR 3 or 4, is this just a labeling glitch, or a real reduction, if so, I can't understand why that would be the case, and would just craft a VR 2 set with better stats...

Sunburnt_Penguin✭✭✭✭✭Likely due to quality. you get like 1% extra set bonus per level so it's not really worth making new ones any less than than 5-10 vet levels0
