Champion Point "tenacity"

Is the champion system "Tenacity" bugged? It says "Increases the amount of Magicka and Stamina your heavy attacks restore", but I've only noticed it increasing my stamina. Anyone else having this issue?

    Only a staff gives magicka you don't get both for every weapon

    @magictucktuck Thanks for the answer! That explains it then.

    EDIT: I do think they should change the wording a bit though, so that it's more clear.
