If you a re-rolling, IMO I would advise against it. Unforunately, Stam Sorc is a disadvantaged class at the moment, possible the weakest, and the DB patch isn't helping much. They still lack a spammable stam based damage ability when compared to other NB or Templar. Also the change to Wrecking Blow is not doing them any favors. There has been a lot of threads asking for buffs for Stam Sorc, but they haven't really received any significant improvements.
I have a Redguard Stam Sorc. With Bound Armaments 8% stam bonus,10% redguard stam bonus, 6% undaunted mettle passive, I can get to 40K stam. However, there ultimates aren't good on a stam build. And they just don't have much in their tool kit. You can make it work, but it is not ideal.
I leveled mine to V16, made it a werewolf, and achieve some impressive stats. But it still sits the bench, and I use a stam NB for PVP, mag NB for PVE.Wood Elf Stam NB (PVP)

Eocosa✭✭✭As of now Stam sorc is essentially a warrior class (using mostly weapon attacks) with a little little bit of sorceror abilities thrown in for support (crit surge, streak, bound armaments).
If that sounds fun to you then by all means give it a shot! As stated Fengrush, while not the one and only build you can do by ANY means, is typically the most well known and often where Stam sorcs start before fiddling with precisely what they want as individuals.
You WILL hear a lot of nay sayers in regards to Stam sorc and it may not necessarily get you in the top of the leaderboards (don't know enough to say it couldn't), but ou can not lose sight on the fact that this is a game and if you find yourself enjoying it give it a shot!0 -

SADLY I WISH I COULD USE MORE SORC ABILITES BUT THE ONLY ONES I HAVE ON MY SKILL BAR IS :
STAMPEDE, WB , EXECUTE, RALLY , VIGOR, WEREWOLF
VOLLEY, SNIPE, EVIL HUNTER, MEDIUM ARMOR SKILL , CRIT SURGE, WAR HORN/NEGATE MAGIC
SO OUT OF ALL THOSE ONLY ONE SORC ABILITY
....
