Empower not working on channeled attacks?

I noticed this tonight after trying a stamina build on my V1 templar (leveled magicka): The Empower buff from wrecking blow, which increases your next attack's damage by 20%, does not apply to a channeled attack like biting jabs; the jabs doesnt get a damage increase and after the channel is over you still have the empower buff.
I went and tested it on my stamina dragonknight afterwards, getting empower from empowering chains and then using flurry from dual wield, and had the same results: flurry didnt get a damage boost, and the empower remained after the channel was over.
Is this intended?

Why would they drain ultimate? Only light and heavy attacks use ultimate while overload is toggled on...PS4 / NA

I had planned on running 2x Molag Kena, 5x Clever Alchemist, 2x Maelstrom Daggers, and 3x Willpower with full Max Magicka/Spell Power Enchants....
Proc Kena and Alchemist, use Flurry+Magelight, then activate Soul Assault for some awesome DPS lolz. Not sure I'll commit to this now. Would love to hear how much DPS this would cause (obviously without Empower) if tested by someone before. Probably easy to attempt on PTS for you PC players!0 -
