ZOS Low population bonus - how is it calculated?

So in Haderus there are normally a lot of DC online fighting but often they are receiving a low population bonus to their score. So how is the qualification for this huge point bonus calculated? There is speculation that it is based on Homed characters not actually how many people are in the campaign, which if this is true it is ripe for exploiting.

I second this.
It's not as angry and namecalling as I would make it, but to complement the info above,
The server is NA, Campaing *yes, it's Haderus, and Time and Time again, there are 2~3 groups of smurfs running around, in the numbers of 10+, and if you siege some of their keeps, 20'ish appear out of nowhere whitout those groups being accounted for. So we can say that at any time, there's at least 60 of them online on daily basis, and during peak time, they even zerg as hard as aldmeri.
I'd agree, their numbers surely are not enough against our AD mighty zergs, HOWEVER, the reds have at any given time way less players than the smurfs, even rarely going above 2 bars of pop, and they never got any score bonuses.
