I have a console that more than one person plays Elder Scrolls on. If I buy a DLC such as Thieves Guild will all users on my Xbox have access to the DLC or just the user that pays for it?

    I think its profile bound, not sure though.

    It is bound to the profile that purchases it since it's purchased in game. So it's treated like mounts etc. Only the person who bought it can use it.
