Potion Cooldown Glyphs not working - Argonians stealth nerfed by Zenimax?

I did some tests with Potion Cooldown Glyphs. Guess what, they do not work at all. I used Blue(3second reduction) and Purple (4second reduction) ones. The Potion cooldown went down from 45s to 35s (Yes 45s-7s=35 according to Zenimax)

Yet, the potion cooldown stayed at 45seconds (as you can see in the video below) although I had a Blue and a Purple glyph on my jewelry. Did Zenimax disable those glyphs in order to nerf the clearly FOTM Argonians?

I'm trying to give them the benefit of the doubt but it's starting to look like a stealth nerf. I don't get it. Argonian passives suck. The glyphs of potion speed are the only thing that actually utilizes their passives. Every other race has multitudes of ways to utilize their passives (because no other passive requires a consumable to work). I feel like House Dres is running the show at ZOS or something. There has never been a straight buff to Argonian passives. They always remove something else to keep them in the toilet. Example: last patch they took away the potion star in the CP system and apparently disabled alchemical acceleration.

It's hard out here for a lizard....
