Do keeps lose upgrades if resources are enemy controlled? (and other resource questions)

It is clearly stated that while your alliance controls a resource, that resource provides upgrades to the keep. The longer a resource is held, the more upgrade levels the keep gets.

So what happens when an enemy takes control of a resource? Obviously upgrade progress is halted, but do keeps start to downgrade if the resource is enemy controlled?

Also, does anyone know the tangible results of these changes from patch 2.3.5?
  • Removed the upkeep costs on levels 4 and 5 of Keeps.
  • The resources required per level of Keep upgrade has been flattened, resulting in faster Keep upgrade periods.
What was an "upkeep cost"? Do levels 1-3 have these costs?

How many "resources" are required per level of keep upgrade? I assume these are affected by the resource's Production level; how do the different Production upgrades affect the resource gain? In other words, what are the tangible benefits of Your gatherer NPCs will collect more resources per trip and The base amount of resources earned is increased by 25%, and how are they different from each other?

Thanks!

I know that recently, the downgrades do NOT occur from level 4 or level 5. Which, in my not so humble opinion, is a load of "crap" as taking and guarding a resource once meant that it would degrade the keep because you had the resource.

It made taking resources and denying them to the enemy weakened that structure - and made the keep easier to take.

Now, they just remove the mechanic because in the CP campaigns the guards, their upgrades, and the keep walls and doors are essentially just a speed bump.

What would be far more fun....would be to make the upgrades more profound - and the downgrades more meaningful - and more timely (it used to be 30-45 minutes to downgrade from level 5) - to make the resources more meaningful, and more strategic in an elongated battle for a keep.

That's great, thanks! A shame that downgrades no longer seem to occur; I guess this is probably what is meant by the patch note which says "Removed the upkeep costs on levels 4 and 5 of Keeps".

I agree that resources should be made more meaningful, and this question is really a precedent to a thread I want to make called "Making Resources more meaningful", but I wanted to make sure I had all the relevant details about resources available before I started that thread :)

For example, if you take the mine, defenders cannot repair walls (removes troll repair tactics). Same for LM but for doors.

The Farm is a weak resource unless they provide a viable NPC challenge that makes taking the farm a viable solution. Till then, it's just an AP farming location.
