White Gold Tower anchor?

Hi all,
I finished White Gold Tower for the first time last night. Maybe I'm mistaken but I oculd swear I read somewhere that when you're done, the anchor disappears from the top of WGT permanently. So I went into Cyrodiil and rode down to the IC, but the anchor is still there...?
Should it have disappeared?
