I was cautious about this, and moved my collector toon to a wayshrine and ported to another wayshrine in Wrothgar before summoning the banker and picking up my duplicate writ.
There seemed to be no problem doing it this way.
So at least temporarily it can be worked around.
Cumbersome, but it's better than having to fight a ban hammer

I guess the saving grace this time around is they didn't do it on the day before a major holiday weekend like last time, and they wont be away for an extended weekend. =(
I know I'll probably be the bad guy here but I'm ok with that. I have no problem with ZOS banning people based on what they think is suspicious behavior. I think that it protects the integrity of the game and its economy. I do the writs everyday and never once thought about passing writs between bank and other characters. I think its better to ban this behavior and sort it out later. This also sets a presidents that cheating will not be tolerated and will be punished accordingly.

I'm still clueless on what the exploit actually is! If toon A places a survey in the bank and toon B pulls it out and harvest how is that an exploit. If that's the case they should be bound to the character that did the writ.

I bet 90% of people here who got banned are saying this to get out of it. They probably banned you for the amount of unique nodes you were farming not transferring surveys over, they wouldn't be that stupid to ban for that, they know there are a ton of crafters in this game.

But speaking on the topic, I'll say just this: as a person who got banned years ago after simply transferring a huge bunch of gold from one account to another (basically, splitting motif selling share with my friend): I perfectly understand whoever got banned for no reason in this thread. I perfectly understand their anger and all I can say is just this:
Curse ZOS and their stupid methods to restrict things, curse their automaton-methods of "nay lets just ban them all" and their incompetent approach to customers. Can't they take a little more damn effort into problem and just restrict moving survey maps between characters? But I guarantee I'm not naming people to save yourself the stress, but I know there are people who will see this and use it as a way to get out of it. I highly doubt more than about 20 or so innocent people got banned, probably just a handful. But fair enough
