Because the strengths and weaknesses of each build are not covered up by cp. Burst damage, sustained damage/defence, and longevity builds are all viable in large scale, small scale, and 1v1 battles.
I went to scourge on my stamina night blade and never ran out of resources while doing even more damage than before, all while having 0 regen enchants. (It was still a blast as pvp always is.)
However on my Templar who I've built for group healing with very very minimal damaging abilities, I found myself against 2 high dps, minimal regen stamina characters. The fight went on for about 1 min before i had managed to get 1 who went through thier resources with in 20 seconds in the dirt. Another 30 seconds and the other was exhausted and i got him down too. I played well, and they weren't garbage either, but i feel it is much more of a task with cp involved. Almost to the point where cp is more important than skill.
As it stands on ps4, the same groups of each faction are always waging war which is fun, but let's get azuras jump started again. Come slay, pray(lingering ritual any one?)and do it another day.
